Is there a charge for the web? Or does it just subtract from minutes depending on when it is used?

If you have the $15.00 vcast package mobile web comes with it and it does NOT use any minutes off of your plan.

Correct, it does NOT use minutes. When you have VCast, web is unlimted access. The phone by defualt tells you how many minutes you have been on. If you do not have the $15 VCast plan then it will use minutes, thus why it tells you how many minutes you have been on.

yeah, that's the main benefit of vcast i think, that when you have the $15 pack get it now, mobile web, picture messaging, none of it uses any minutes. I don't even view the videos on vcast anymore, just use it for mobile web stuff. if you have a VCAST phone and you aren't signed up for it AND you use those services, then you are either stupid or you're just misinformed (hopefully/probably the latter). you are using way to many minutes that could end up being free and probably paying more than the $15 dollars to do it.

Maybe you don't have the Vcast package that costs $15.00 dollars. If you do then your rep is wrong. I would call Verizon and ask them, or check the website you will find this.

I am 150% positive that when you have the $15 VCAST package you DO NOT use your minutes. I am on the web all the time during peak time with my phone and have been since 7/18 and there have been NO minutes charged for that. And so you know...call VZW 10 times and get 10 different people...you will most likely get 10 different answers.
