These things have definitely cropped up on eBay.
(some for a staggering amount of money!)

What's the deal exactly?
Are GSM phones really so simple that you can pull any ol' GSM phone from anywhere, switch that SIM chip out and you've got a working phone in the US?

I know I've asked this before and been told "Yes", but it just so feels like there should be a catch.

Maybe I'll search thru the "Techs & Trends" forum and maybe ask this there.

Yes, they can be switched to any GSM carrier, BUT, they have to be unlocked.

If they are not unlocked, then they are "locked" into the particular carrier, until you have it unlocked.

also have to support the proper frequency bands. An unlocked quad band will work on ANY GSM carrier anywhere in the world, in principle. Now whether the data features work or not is a little different.
