I no longer have my v710, but I know that with the newest firmware at the time the SEEM changes allowed for OBEX transfers. If nothing else try flashing to the SD firmware thats modified from the VZW stock firmware.
To make your phone discoverable all you need to do is goto the Settings menu and into the Bluetooth menu. There is an option there called "Find me" which will put the v710 into discoverable mode for 60 seconds. You should be able to see it on your PC at this time if you search for devices in range.
