Now im not certain how this works but if its a CDMA phone like the v710 and its coming out for Verizon, then could a US Cellular customer get this phone from Verizon and activate it and use it on US Cellular since its a CDMA phone?

Yes, but the features specific to VZW's network will not work, and maybe disabled on US Cellular's network, such as picture messaging, the Internet access, etc. The phone function itself however should work. Its only a matter of obtaining a unlocked one, and getting a US Cellular ESN code.
