Although I use ATT I've had no problems downloading ringtones. Have you gone to Cingular's website and looked at the configuration settings? I used the manual settings. Use the section that applies to the Motorola V600. There is also a section to show you how to download your tones depending on where you purchased them. When you go to the tutorial on the v600, click on the section for ringtones. It has links right in the area for the correct configuration settingsin addition to showing you how to do it. I went to an outside companyon my pc, sent an sms message, paid for it and received a brower alert. Click on the alert and the ringtone will download.
