DATA CABLE FOR INNO 90

I cannot make a connection between my phone and PC by data link cable RS232 ( 9 pin ). It's like the phone doesn't respond to the program when I click connect,it's alway say "connection fail.Im trying on windows Me and XP. " Are there anyone knows how to deal with it?
Please help me!!!!
