when a phone boots but freezed before any set up options can be changed, it is most likely a boot software the only other thing it could be is a boot specific hardware issue. (this is very unlikely)

Those are the only two things it could be. And neither is user adjustable. The phone needs new boot firmware. This can not be done by the user.

Go back to the people and tell them you got a responce from the web site they suggested, and it told you the phone needs service.
