While I would not switch from the S4 to the Note 3, unless you need the updated capability (screen size, hardware, S Pen, etc), I would like to add a thought to the "wait and see" approach.

The idea that if you wait something better will come along is flawed when it comes to Samsung.

With the Apple iPhone or other iMobile devices, Apple rolls out small-step updates and upgrades: iPhone 3, 3G, 3GS, 4, 4S, 5, 5S, 5C or iPad 1, 2, 3, Mini, 4 (soon). All of these have minor upgrades or updates such as retina display or a slightly better camera or slightly better processor chip. However, with Samsung there are no small steps.

Even regarding the step from the S3 to S4 or the Note II to Note 3, there are huge differences in terms of hardware and capabilities. You can read about these on this site; I won't go into all of them.

So, what I'm saying, IMHO, is that the switch from S4 to Note 3 would be significant, even though the OS is almost the same (save the S Pen inclusion on the Note 3). If you need/want those upgrades, I'd go for it, because Samsung will probably not come out with a comparable phone to compete with itself like the fools at Apple do. Just look at the past 5 years of Samsung mobile for proof of that.
