I thought Verizon required of all future smartphones to have LTE yet the Moto G obviously doesn't.

All future smartphones intended for postpay are 4G. This will be for the prepay segment, which is relegated to 3G only. They have been taking existing 4G phones and rebuilding them as 3G only with a different name, such as the LG Lucid -> Optimus Exceed, Galaxy Stellar -> Galaxy Legend. This sort of follows the same trend, although it is a totally different handset than the Moto X, its close enough to say its the "prepaid version".

That's only for the contract lineup.

This is strictly for prepaid.
