Well I followed the directions for the earpeice volume it worked I can hear much better now. What will changing the Ringtone/Video volume do for making ringtones louder I work in a really loud enviorment. I would really like to make my phone ringtones louder. Would this do it for me? Also where would the Offset setting be for the Ringtones or how do I locate the 49?

Of course ringtone volume is one thing you can change in your phone. But, if the highest setting there isn't loud enough then yeah, that offset in the gain_table.bin would increase the potential volume even further. I'd be careful though, you might posaibly damage the external speaker if you have it too loud.
Anyway, if you do want to change it then it is indeed offset 49. You'll notice the header for each row gives a starting offset for the row, such as 00, 10, 20, 30, 40, etc. As you move the cursor you can see what offset you're at from the very bottom of the window. Offset 49 would be on the 5th row down and just past the middle of the row.

Hexadecimal is 16-based numbering (0-15, which is 16 values) rather than our normal mathematic...

Heh, small typo correction on hexadecimal: I of course meant "F" for 15 rather than "E".
