available memory for tones & graphics?

I was just wanting to know how much Memory in KB the phone can hold when it comes to tones & graphics, & such.

The V400 has 5mb of space for everything, including ringtones, pictures, java games and apps, text messages stored on your phone, and all other data you save to it.
Seems like a decent amount, but if you really get to loading stuff like java games and lots of MP3 ringtones or long MP3 ringtones you'll start to run out of space.

What file format does it take in regard to wallpaper images & phots & stuff? ... JPG? GIF? ???

JPG, GIF (including animated GIFs, which incidentally make good screensavers), BMP, and WBMP.
When you take pictures with the camera it of course saves them as JPGs.
Oh, and a tip: pictures with low compression look amazing on the internal LCD (I would even say better than on your computer monitor), but though it will display JPGs with high compression they show up with a fair bit of artifacting (worse than they'll look on your computer). So when making your own wallpapers, don't put too much compression on them. 90-95% quality is good, and saves a decent amount space from uncompressed (%100).
A lot of the wallpapers you can download from different sites are compressed too much so they don't look as good once they're on your phone.

The AniGIFs will work as background wallpaper too, right?

Well, not exactly. If you set an animated GIF as the wallpaper it only shows the first image in it; it won't play the animation. Animated GIFs only show as animated when set as a screensaver or when you're browsing through your pictures. Sorry dude.
