What does "requires network support" mean?

I read a description of this product and it said, Note that messaging functions, Java application downloads, browsing, and high-speed access all require operator and network support.
.

I assume that network support means that my carrier must offer that feature. But my question is this (and let's say we're talking about SMS). Is it enough that my carrier offers SMS, or does my carrier need to offer SMS specifically designed for this phone, the Nokia 7700?

And what do they mean by operator support? Do they mean that I must have SMS software for the phone?

I don't want to buy the phone for use in the US and find that I can't use half the features. Is anyone using this in the US? What carrier? How do you like it? ...

Wait this phone can be bought? I thought they are putting the curtains to it and stopping the sale for it? I saw the site: mobileburn.com, please let me know what's up.
