Need help turning off "service area" tweet

Ok, this is driving me crazy. When you first turn on the phone, it goes through a couple of start up screens and then the message "Entering Service Area" comes on in the triangle with the exclamation point and an annoying TWEET sound occurs. This also happens as you are driving or walking everytime you enter or leave the "service area." I have gone into the menu under Sounds/Alerts/Service and turned that to "off" but that hasn't worked. So my question is two-fold...(1) Does anyone know how to turn off the tweet? and (2) If the Sounds/Alerts/Service being changed to "off" didn't work, than what is that for?

The only way I have found is if the ring is turned off.
