I am a T-Mo client and have been for over 2 years. The deal with UNLOCKED phones is quite simple. Most carriers LOCK their phones so that only their own SIM cards work in the units. That way they can earn revenue off new phone equipment sales and keep you locked into only a select set of phones. If you are in the US, there are several decent companies that specialize in selling unlocked phones and/or providing unlocking services for existing phones. Adam is one of the best I have dealt with, and NO I am in no way affiliated with GSM Phonesource. I have just purchased approximately 8 phones from him within the past year or so.
Any UNLOCKED phone, as long as it is GSM and either 850MHz or 1900MHz, can be used with any of the US GSM providers (T-Mo, AT&T and Cingular). Some phones are triband (800/1800/1900) and some are quad band (800/850/1800/1900). When selecting a phone, make certain you select one with the proper frequencies for your carrier. AT&T and Cingular use 850 & 1900 depending on area, and T-Mo uses 1900 exclusively. The 800 and 1800 bands are used overseas.
