The steps you described taking are exactly correct, by pushing that you should be prompted to record and then re-record. It sounds like a faulty phone, BUT since you did get it from a dealer, not through att directly... Att can't help, as far as replacements or anything like that, you have to go to the point of sale, or the manufacturer directly.
