USB cable and Phone Tools

Can someone please help me. I just purchased the USB cable connection for my V300, the program is installed (Phonetools 2.0) But for some reason the software will not transfer pics or ringtones. Can someone help, I only get 1-2 bars of signal next to my computer in my basement. Could this be the issue, or what am I doing wrong? Thanks for help If anyone can.
