NOKIA 6600 UNLOCK CODE

Just got the Nokia 6600 phone last week.
(won it) Lucky me.
Cingular sent me the SIM card but no signal
appears. Accoring to Cingula, AT&T, and T-Mobile this phone should work. I am not getting any signal period. Do I need to get the PUK (unlock code) from Cingular. I have another friend that has this phone on Cingular.
Any advice or suggestions ?
