So, 1620 is actually not as bad as you think. Most of the old HTC's have 1500 mAh and some newer around 1700. As far as all the phones of the same specs these battery life's are not that horrible as you seem to think. ANY android you will have to do a little battery management that is just known, but with the help of gingerbread less management than before. From playing with this phone and selling to a few customers I have talked to a few of them since sold and they had no complaints of the battery. It's all about how you use it.
Yes of course, leave the LTE radio on at all times is going to drain any phone. It's not like HTC is going to put a 3500 mAh battery in their phones because they feel if you really need that extended battery you can purchase it once it comes out. The 1620 mAh battery would do just fine for an average user and not everyone needs the huge battery to use their phone.
The word "FAIL" is over used for everything. To some this is a "Fail" (you example) but to a lot of average people it is not.
