I am considering buying this phone but have question about web

Hi, I want to know, in order to use/browse the web and download/use apps must I always have a wifi connection? And if there is no wifi signal will I not be able to do those things? Reason I ask is because I do not see any data plans Boost Mobile provides, all it says is unlimited wifi, wireless web. Please help. Rolling Eyes
