A more accurate statement would be that there are some Android phones that can't use apps designed for newer versions of the OS like 2.2 or 2.3. Good luck getting a G1 or MyTouch to run Angry Birds worth a crap.

Fragmentation with Android is a MAJOR concern and it's starting to surface and undoubtedly irritating a lot of customers who think that their Samsung Intercept (for example) is getting them the complete, hassle free Android experience...apparently Google is already working to minimize the fragmentation in the future
