This may have been related to Samsung's Android modifications including Touchwiz. There are numerous reports of Galaxy S models being 'rooted' (creating superuser access on the phone) and then using various modified "ROM"s (the OS core with some applications).
These modification provides the Galaxy S models with performance better than the Thunderbolt and sometimes extra features. A popular mod is to get access to tethering.
Why would Samsung and Verizon (my experience is that it is more likely Verizon) have crippled the Droid Charge's performance to the point where this is an issue.
