AT&T doesn't sell this phone, they didn't design this phone, its already unlocked and sold through HP as an unlocked unsubsidized device. You need to point fingers elsewhere.
And I might be wrong, but the posted radio spec's might be wrong. I think it also has euro spec 2100 for 3g.
