is there any way to stop this from running all the time or better yet delete it ?

Wish I could help.. But same thing happenes to me. I tried Task Killer and nothing and then disabaling it from running APPs and it still turns it self on...I have not found a cure for it yet.
And worse yet, I know I will NEVER use Skype.. and you can't delete it!!!
