Sorry for the late response, but yes it is indeed possible. The way that you will have to do it is through a program called Fring that does video chat between phones as well as different services. Of course the other user would have to subscribe to one of the services that Fring is compatible with (i.e AIM, Yahoo, etc). I have used Fring to video chat with a friend who was using Skype on her PC. It was pretty easy actually. However, Skype has since complained that Fring has violated its terms of use Policy and Fring has since removed the Skype functionality from its app. You should however, be able to use it over AIM video chat. (I have not tried this) You download Fring from the market, launch the program, setup your Fring account, from the fring program hit the menu button, go to settings, manage add-ons, you should see a list of icons of services to choose from (ie. Yahoo, AIM), clicking on the cooresponding icon will prompt you to login to that account, after that those contacts should appear in your list. Clicking on a contact will open up 3 options depending on the contact type. One of those options should be video chat. Hope this helps.
p.s Them removing Skype functionality (I hope they add it back) was a big deal as this was the easiest way to chat via phone to PC.
