no, you can not adjust the volume on the Vib & High setting, that would be why it's called Vib & HIGH...
and why does the title of the post have absolutley nothing to do with what you asked in the post? to answer the title, no, there's no way to change the lenght of time the keypad stays on. it only stays on for 7 seconds, this was however adressed and changed on the 3200 and 7000, i've never tried it on other LG phones that came out since then...
