My guess is T-Mobile and it already launched but only through Google for now. You won't be able to get it at a T-Mobile Corp Store or Dealer yet.

no it will never be sold directly from a carrier. it is only ever going to be sold through htc and google.

htc and google make all the pricing limits as well.
