I've try the unit and have some spec on it and it will only be a 911 locator. But if the carrier offer the possibility to use the LBS (Location Base Service) from there network, you could develop a program that will use the network and the AGPS to give you your location and use it like a real GPS. the down size is that you need to have some signal from the network to get this fonction so it is not like a real GPS.
