I bought a Palm Treo before off ebay (was junk-unusable)and discovered that you could only text someone with the same platform. At least that's what a tutorial said. So before I get the Tour can someone tell me if this is able to text regular non Smartphones?

Absolutely. SMS texting and MMS messaging is a universal standard in the US and most countries.
