I've been eyeing the Tour, and from what I've read, the OS is a bit dated. I've never had a BlackBerry, so I was wondering ... is that something that can be updated? If they release an updated OS, can you install that or is it only for new phones?

All OS updates are free, but carriers release them at their own pace. An example is the storm.. since it came out there were two official updates to the OS. There were countless unofficial ones that people were able to use, but you do risk turning your phone into a brick if you install the wrong one. Official updates are pushed through your Blackberry software on your computer, or over the air (depending on model) These updates are free.

Most people who call the Tours "OS" dated do so because it looks similar to the OS for other older blackberries. The OS is a very strong one and is only dated because it looks essentially the same to the OS running on the curve, this doesn't mean it's outdated though.
