HSDPA speed

It depends on the chipset. I'm sure Nokia had other, good reasons for using this particular chipset that happens to only be capable of 3.6 speed.

It takes work to make a particular OS work on each particular chipset. When Nokia chose this particular chipset for its first S60 5th Edition devices, it may have been a long time ago, or there may have been a trade-off decision made, where they chose a chipset that had slower HSDPA but was better in other areas. Swapping it out for another chipset midway through development may have been like designing the phone from scratch, so that probably wasn't an option.

Also keep in mind that many other manufacturers use Qualcomm chipsets. Nokia does not (CDMA phones aside.)
