There is no reason at&t would carrier this phone. It has UMA in it and at&t doesn't use uma. It coming to T-mobile at the end of Jan. or Feb.
Thats not at&t branded its just showing at&t as the network its connected to. This happens alot with unlock/generic phones even though its with T-mobile.

Dude, click on the pic and go through the gallery.
You'll see ATT on the back.

No reason AT&T would carrier this phone?!?
I understand the misconception that because this is a UMA device that it would automatically qualify it as a T-MO device, but... AT&T is TESTING and PILOTING UMA... UMA was a great idea, and it's unfortunate that T-MO beat AT&T to the punch, but T-MO needed the extra kick in reception to make up ground. UMA is in AT&T's future... This is an AT&T device...
The reason AT&T would want this device is to replace or start replacing the present Curves, as well as have a slick BB at a lower price point. Many people do not wish to drop down $399 and then a rebate for this phone. But will at a lower cost. Yes, $100 or so less would get more people to buy.
I also think, while AT&T is going to get this phone, TMO will get it at near the same time or soon afterwords.
Then again, who knows? We can all speculate. It would not surprise me if TMO gets it first and AT&T soon afterwords. Carriers do what they want, when they want to. If the Bold continues to sell well, AT&T may not wish to bottom feed off of potential sales.
