According to the rep I spoke with last week, the answer is no. You can't activate any new PDA/phone without a data plan....like with the Blackberry. (but of course like with any issue, ask 5 reps....get 5 answers!!)
Personally I disagree with this new policy, but I do see VZW's point with wi-fi on more devices than ever now, but I really think it can be implimented differently. Maybe offering another 50-100 off the price if you sign a data plan, or just charging 50-100 MORE if you decline data. Or maybe offering to allow you do drop data after a set time (a year maybe?). I also think they should lower the data package in price as well if we are forced to purchase it. Another 15 or even 20 wouldn't feel as bad after paying hundreds for the device, the minutes, family lines, texting, VZnav (they won't allow us to use out Tom Tom license)and whatever other additions we get!!!!
Much like the GPS game VZW plays, they want control over everything.
