Definition of "disabled"

I've always wondered...when a feature like WIFI or something like that is disabled does that mean the capability is present in the phone but it's been made inoperable or does it mean the phone does not have that component installed at all?

this particular phone (at least the boost version) does not have it period. Generally speaking though if something is disabled it is hardware enabled software disabled but not ALWAYS the case. Caveat Emptor, and you're in the greatest place for cell phone Q&A. Good luck on your search for phones.
