would this concept work in china, buy a local sim card to be used for out going calls much "cheaper" I think and then restore us sim card in for incoming calls thanks

Your outgoing method should work fine. I don't understand, though, why you would want the Verizon SIM for incoming calls. Verizon charges for incoming calls are very expensive. If you instead use a local SIM for incoming calls, I believe (but am not positive) that the calls are free to you. The person calling you will be charged, of course, for an international call, but if he uses the appropriate calling card, it shouldn't be expensive.

thanks for your input, the only reason for the incoming vz, not sure how many folks I can get informed of the china number

I am sure you can find a cheap calling card to call your voice mail from China.
Even out of the US you can still access your voice mail. I do that every time I travel
