"device is locked"

phone is locked and on boot displays "device is locked". A master reset is out of the question as there is valuable info on the phone I need to recover. I obtained 2 PUK codes from At&T according to IMEI number. I enter them and it keeps saying wrong password, and then a timer starts. What gives? Any help appreciated?
