Of course it's possible. All you have to do is upload a .3gp/.3g2/ or .mp4 video (176x144) to your ringtones folder, then simply set the contact's "ringtone" as that video. You have to also make sure you don't have a "picture" set for their pic ID or the "video ringtone" won't play.
