Wifi is free, no $ and no mins. You can use the basic plan and still use wifi.

However, you will not get the $100 rebate if you do not purchase a 2 year min $40 VOICE contract and a 2 year min $40 DATA contract.

I only got the voice contract because I figure I still save the $100 rebate by not paying $40 a month for data.

You just have to be careful cause if you try and access the internet without Wifi the phone will turn on the MediaNet data connection which will cost you money. But there are options on the phone to disable the data.

A voice contract is just the regular contract needed to make calls using AT&T's service. Basically the number of minutes you have.

If you already have AT&T then I assume you'd be renewing or upgrading your existing contract anyway, so you wouldn't need to buy a new one.

The type of connection being used is also indicated by an icon in the status bar along the top of the screen, so you can see whether or not you have a Wi-Fi connection before you attempt to access the internet.

If you don't want to worry about it, though, the safest thing to do is to turn off the data connection from the Wireless Manager as zimbo_yankee suggests.
