It Says you can send and receive email on the Alltel scoop but I cant figure out how to set it up help and thank you in advance

Well, at least with US Cellular, you need to have the internet - or, again, with USCC, "EasyEdge" - to be able to set up internet. It's an additional fee, but in my opinion, worth. You'd be best to call your provider.
