Does the Blackberry Curve 8300 allow International Roaming if you are Overseas and want to make a Call back to the United States Like the Blackberry 8830 does?

the only reason the 8830 does is because it is CDMA AND GSM in one phone. The rest of the world uses GSM so yes, the Curve can roam in other countries.
