HTC Mogul / XV6800 / PPC6800 / P4000

I can't get my mogul to stay on the right time. I switch it to the right time manually and it won't stay there for more than a few hours. the worst part is that I can't get my outlook to sync up properly. every time I switch the time, my phone keeps my schedule straight but when I sync it my computer schedule gets off by an hour. It is so annoying. Is there a way to turn on daylight savings time? I can't find it anywhere on the phone and if I set it on my time zone it displays standard time, not daylight savings time. Is there something that I'm missing or what?
