No. Just like in every other radio on the planet, it's free over-the-air listening of your favorite radio station.
However, the Visual Radio service does use your data time of your cell phone billing package. What Visual Radio does is find out info on the station you're listening to, when the band you're hearing will be on tour and other stuff like that.
