Does Jailbrake mean unlock as well?

If I purchased IPhone from at&t would I be able to unlock it by jailbraking it? I live abroad now, so I do not want to be stuck with roaming charges and monthly payments from at&t.

jailbreak is not unlock. it just opens up the iphone to 3rd party apps.

jailbreak makes it so that you can unlock the phone. you have to jailbreak in order to unlock it.
