Ringtones

Is anybody having a problem with their ringtones? When someone calls me nothing plays and it takes FOREVER to show up who is calling. I've checked all my settings for the ringtones and everything is fine and my phone is turned up all the way. Is there a way to reset the settings? This has been going on for 2 1/2 weeks or so. I just got the phone a month ago.
