As an existing customer, if you log on to My Account and choose to upgrade (which I have done), you can either buy the phone at normal price, or with the $100 discount if you choose to add on a data plan... but there is NO "online discount" anywhere in the upgrade price. And no, VZW has never offered phones cheaper for new users than existing.
HERE'S MY WARNING: I would be willing to bet that whether or not you told them to disable national access on your account, you will still get billed the additional cost of having data until you completely change your price plan. VZW's billing systems integrate usage options and cost DIRECTLY into the price plan code, and the rest of the little things like call forwarding, national access, etc are all just "accessories" to those plans, if you will.
