V3xx off and on 3G sound

Can the "3G roar" be silenced when starting up and turning off the V3xx?! I understand some 3G phones with ATT can be silenced, but other can not!

If your phone is already on silent or vibrate when you turn it off, it remains that way next time you turn it on. Hence, no roar.
