I'm not sure about the RI thing..

But I know about Maine. Cingular doesn't own towers in Maine. They are used with a roaming agreement of another company. If (and I use the word if very loosely) they do leave the state, it's because the roaming agreement was cancelled.

Personally I think your talking about something you have no idea about.
