HTC Incredible 2

I work at a premium retailer and have had issues with the Incredible 2. I have had a couple of people come in with their phones and they are unable to access the Market. The only way to make it work is factory data reset. Has anyone heard of this? Have any suggestions or other way that might fix this issue?
