Do you need service to operate the phone?

I am just wondering if you need a service provider on the phone to make the features work like mp3, camera, bluetooth, video recording, and FM radio? I'm saying if you can just buy the phone and use the features but not to call anybody.
I know for SIM card phones you need a SIM card that works to operate the phone, but not so sure about CDMA phones.
I have an old LG that still works but has no service which means i cant make calls or go on brew or any of that stuff, but i had service on that and then i canceled.

and im talking about the Nokia 6255i to see if it will work with out a service provider.

GSM phones you just need a dummy SIM. CDMA phones I know for a fact Sprint ones you can, cause when I activate them, I usually just pull the phone out of the box and hit *2 to call customer service and activate. I would assume you could at least use the features, just not make any calls.

for cdma, you dont need service, just turn them on and there you go, also newer phones are coming with flight mode or offline profiles so you dont even need a sim card to turn them on, for example the 6630 has an offline profile when there is no simcard inserted or you can select that profile if you enter and area where cell phone use is prohibitied like hospitals or on planes.
