here is what you can do. try what heather said about the phone number. if not just get the phone flashed.

i have a nokia(the white one with the flashlite) and it had call restrictions and my friend changed the lock code and forgot it.

i called vzw, and nokia. nokia said i had to send it back to them. the tech i talked to said nokia never released the software to flash the phones, so technically, if you find a cool tech (or are really nice) he just has to flash it for you.
