I've used one...
I've got one that is called MorphGear.
It is an all-in-one emulator. I don't remember where I found it, but it does NES, SNES, TurboGFX16, NeoGeo, SegaMasterSystem, Gameboy, and Gamebody Advance.
Haven't tried it on a Windows Mobile Smartphone edition, but it works pretty good on my PPC6800--although it's running WM 6 Pro.
